Project Summary

“Mumbles Community Council has a 125-year lease for the Ostreme Centre based in Castle Avenue, Mumbles and wishes to maximize the potential of the site. The Council is looking to refurbish the Centre and to consider options for reconfiguring and extending it to enhance the opportunities for a multi-purpose Community Hub and look at options to additionally provide facilities for the Community Council and other community facilities such as Tourism Information.”

Down to Earth is working closely with Mumbles community Council and the Ostreme Community Association to create a place that:

Serves the community of Mumbles
Creates belonging and local pride
Is a facilitator of the crossing of paths between different members of the Mumbles community
Brings the people of Mumbles together, an anchor point
Recognises the Ostreme Centre’s history and creates a resource for the future
Is alive
Is adaptive to changes in focus within the community of Mumbles in order to remain alive
Is welcoming to all
Is built using natural and local materials
Is energy efficient and comfortable
Is “The greenest village hall in Wales”

The renovation and extension of the Ostreme Centre will create an exemplar of accessibility, flexibility and sustainability for village halls in Wales.

The initial project stages have included a community consultation, revising a Business Plan based on this, fundraising for the design stages (RIBA 1-3), creating a Design Brief and then tendering for consultants to get the project to planning permission stage. A second consultation was held in October. The next stage will be to look for funds for the full renovation costs once a detailed design is finalised from the feedback of this consultation and to submit for full planning permission.

Who is funding the project?

Mumbles Community Council have provided the initial funding to launch the project. Further funding was secured for the design stage. Funding is currently being sought for the build stages.
